00100		This is a request for a grant of xxx for  research  aimed  at
00200	the  development of home terminals to be carried out over a period of

00500		Incorporated in this proposal as Appendix A is a  paper  that
00600	discusses  the social and individual advantages of the general use of
00700	home terminals.  In this paper,  there  is  some  discussion  of  the
00800	problems  that have to be solved before home terminals are a reality,
00900	but here we have to decide what concrete research  can  be  performed
01000	now that will advance the goal.

01200		As we see it, although there are important technical problems
01300	to  be  solved  in  the  areas  of  terminals,  communications,   and
01400	time-sharing  (and  we propose to do some work on them), the main and
01500	most difficult problems are in the area of applications, and this  is
01600	what  we  mostly  propose to do. The reason the main problem is in in
01700	the application area is that no one or  even  few  applications  will
01800	justify  home  terminals  to  the  user,  and  most  of the important
01900	applications involve large data bases and are  complicated  programs.
02000	Some of them require for their full development institutional changes
02100	in parts of our society that may only come about when there are  home
02200	terminals  so  that  we  have a chicken and egg problem.  However, we
02300	think we can find an economically viable  set  of  applications  that
02400	don't  require  large institutions, and we propose to develop some of
02500	them.
